This program, created by Congress in 1990 and administered by the U.S. Citizenship and Immigration Services (USCIS), was started to help stimulate the economy through foreign capital and investment. As part of the EB-5 program, foreign investors who contribute $500,000 or more into a United States project that will create at least 10 new jobs are eligible for green cards for themselves as well as immediate family members. According to the government website for U.S. Citizenship and Immigration Services this minimum investment of $500,000 is for high-unemployment or rural areas. A minimum investment of $1 million is required for all other areas.

The developer of the Green Valley Hospital, McDowell Enterprises, had difficulty obtaining finances during the recession. The EB-5 program has brought in more than half of the capital needed to construct the hospital.
